So a couple of updates. I didn't see a specific webform complaint form but on the Budget.com I went under "contact customer service" and sent my complaint in. I received the same canned email response as I did when I called asking me for proof I made the gasoline purchases....which I already sent. So I am not going to go through this again and I was just about to dispute the charge on Amex until I realized I booked this rental through Costco. Does anyone know if I have any recourse through them to argue this on my behalf?
