I believe Hertz touches up the paint and other minor cosmetic body work as it is relatively cheap for them to do.

However, their prices seem very steep - It astounds me that they are listing 2013/2014 Altimas with ~60k miles for ~$13k! Base model Altimas (like the one Hertz rents out) go for ~$16k - $17k new!!
