This seems to happen over and over again. Blame gets dumped on United (but Air Canada is selling the ticket).
Air Canada needs to make sure that people get what they are paying for. Don't sell the ticket as "flex" unless it is flex.
Also Air Canada does not care. They realize most customers are stranded and will have to take anything AC stuff at them. We now have people on this board that say Rouge is good.
