I think this is the essential question: The reason that I always keep my passport in the hotel room safe is that I've concluded that the risk of having it lost or stolen (while outside the room) is far greater than having it stolen from the hotel safe or getting in trouble for not having the original with me. I'd change my opinion in a heartbeat if I found information that suggested otherwise.
