Has anyone tried paying citi with foreign bank issued visa or mastercards?

I just had a thought, forget MSing for a second, this could be exceptionally useful for those who live oversees long-term, but want to continue using their US Citi card for payment (avoiding the hassle of wire transfers for example, for monthly bill payment)
