ANAC (the Brasilian DCA) has been quite clear that the the regulations should be interpreted as applying to all tickets, although my understanding is that no specific reference is made to award travel in the legislation. I understand there is local irritation with BA's position. Why the situation has not been sorted out I do not know.
Lufthansa, an airline not normally behind the door when it comes to wringing cash out of award passengers, has no YQ charge on tickets (one-way or return) starting in Brasil.
Thanks for a well-informed and interesting post! I've never paid a penny in YQ when redeeming with LH (via UA). Nor have I on the several occasions when I've redeemed BA tickets ex-Brazil through AAdvantage.
