That's not true at least in the US -- as IHG Platinum I've received suite upgrades and 2pm late checkout (without asking for it) at Intercontinental hotels. They've even upgraded me when I booked on Hotwire.

IHG Rewards is weak but far from the weakest in the industry -- that would be the discount brands like Choice and Wyndham.
