I was there on a Wednesday but upon checking the BA timetable it does appear that BA68 was in fact not scheduled to operate that day.
However, if BA makes a habit of closing the lounge at those times then IMHO this should be stated clearly in the published opening hours (something like "Lounge may close after the last BA flight of the day" would be clear and concise).
Perhaps it is just me, but I would expect an airline to "make a habit", as you put it, to close its lounges when it has no flights.
That would be different, of course, if the lounge was designated to serve other airlines that do not have their own lounge. The opening hours of the lounge are also a clue that opening is linked to BA flights (and QR flights in the morning).
Were you flying with AA or US by any chance? If so, I have hear a rumour that AA/US may have one, or two, or three, or four lounges at PHL, which are the lounges primarily meant to be used AA/US flyers.
