I'm a US citizen but not a UAE/Dubai resident. I travel to Dubai around 6 times a year. I was able to get an eGate card last year with no issues at all.

I applied at DXB on the second floor of Terminal 1 and I was out the door in 25 minutes with eGate card in hand. The longest delay was going back downstairs to the cashier to pay and bringing my receipt back up.

I noticed last fall that there was a lot of construction on the second floor, so they may have moved the office.
