Found a rate on Amoma.com for a hotel for $193. IHG has the same hotel for $239 fully refundable, $218 non-refundable. Booked the $239 rate, in the comments wrote about the non-refundable rate. Was declined because the restrictions were different (obviously). However, again pointed out where the MORE restrictive IHG rate was still higher than Amoma's rate (by e-mail, with PDFs). But it's different people all the time and they aren't inclined to think much beyond following procedure. What to do?
If you want to compare a best flex then the terms need to match or be better else it is a fail. If you want to in your case compare the Amoma booking I believe you would need to book the lower prepaid rate on IHG. It should qualify but as a poster above stated there can certainly be discrepancies in the agents when approving a claim.
