More seriously though, the EU has trouble bringing about the common market in areas that inspire debate and complaint at the national level. Plenty of debate in many countries about how "unfair" it is that people can "bring their cars over here and use our roads without paying our road/car/vehicle/petrol/etc taxes" as it stands, which cross-border rentals get swept up in. Until there's more harmonisation about motoring related taxes between member states, expect problems like this to continue
Actually I remember quite recently reading a story about some EU court judgement that limits member countries ability to ban businesses to use vehicles registered in another member country. The story was more about a tax loophole that it would create in countries with high registration tax or similar but thinking about it, it may also make cross border rentals easier. Unfortunately I couldn't easily find any source.
