I've never had this issue with DL-issued BPs for domestic flights issued at International stations, so I'd probably chalk it up to a UA IT issue than a government issue.

I encounter this issue regularly as well - especially at ORD/EWR. Not sure what the issue is with foreign printed BP - but it is an issue. I now always use the mobile app version - or have it reprinted upon arrival in the US....
