I would flip those ages. Our first trip to DC was when my son was 6, and he adored every part of the Smithsonian, especially the dinosaurs, rockets and antique cars. We did Baltimore last winter - son is now a teen - and many of the historical sites really weren't meant for little kids.
Our 4-y-o loved the Inner Harbor. Both the Children's Museum and the Natural Science Museum are great for young kids. The water taxis were a big treat for him. And he still talks about visiting the Torsk submarine. The aquarium was good, too.
I don't know that I would make a special trip to Baltimore just to go to Baltimore; My husband was there on business, and I and our two boys tagged along. But if you happen to be there like we were, there is plenty to see and do!
