Baltimore itself is a great city for young kids. Many attractions right in the inner harbor area. With kids that age, I would consider going to Baltimore with a day trip to DC (which is much better for teens and up).
I would flip those ages. Our first trip to DC was when my son was 6, and he adored every part of the Smithsonian, especially the dinosaurs, rockets and antique cars. We did Baltimore last winter - son is now a teen - and many of the historical sites really weren't meant for little kids.
