If answer is unsatisfactory, politely decline the upgrade. As I understand the rules, the room you are upgraded to is not covered by the room type guarantee. But, IMO, that does not relieve the property of the guarantee should the upgrade (to an unsatisfactory room type) be declined.
Excellent advice. In this particular instance, it may not have worked so well because the room was apparently mis-coded, but I will heed your advice going forward.
