I have noticed. I'd guess L/U fares and Delta doesn't seem to ever start a sale, they just match the low fare carriers. They used to put out some low fares to fill up planes. Now I think they would rather sell through Priceline or cancel a flight. They also seem to exclude the low fares from the bonus offers pretty often.
