People acting like the seat recline is 10 inches+ .....

In Y the recline is not enough.
in F or BE it's adequate and the extra recline is offset by the larger pitch.

I admit that even though reclining a seat during boarding can be an inconvenience for the passenger behind me, it doesn't mean it's not allowed.
For the no recline during Take Off and Landing crowd : Read your own wording " During Take Off and Landing" . That does not equal Take Off, Landing and sitting at the gate !

Having said that, my right to recline is in no way equal to your right of placing a laptop on on the tray, my right to recline supersedes your right to use a laptop all day long !
The seat is designed to recline and I will take advantage of that function. I don't care how long the flight is. I and I alone judge what makes me comfortable, not you who sits behind me.
The tray table has never been designed for laptop use. 20 years ago there were tray tables but there weren't any laptops. So get over yourself thinking you have a RIGHT to the space for a large laptop.
If you can use your laptop with my seat reclined I really don't care. If it's too big then that is YOUR problem, not mine.

If you think I need to ask you for permission to recline my seat then your are sorely mistaken.
Yes, I recline my seat slowly, not full speed. I do that because even though I am exercising my right to recline, I am not a jerk.
Me slowly reclining my seat should give you ample time to pull back your laptop.

If at that time the laptop bottoms out against your gut I highly suggest you throw in a salad every once in a while.

If you insist on using your laptop then I suggest you ask ME if I could refrain from reclining. My answer will be this: "Sorry man, I want to be comfortable and I am not comfortable with the seat upright. But I tell you what, let me recline my seat and then you position your laptop safely. If there isn't enough room for you and your laptop then sorry, don't use your laptop then."
I will however bring my seat upright during meal service. Not just because it gives YOU more room but I find it very uncomfortable leaning back into a reclined seat when eating off the tray table.

So, if you ask me I will try to accommodate you but that doesn't mean I HAVE TO !!

For the people who think they get a bloody nose if I recline my seat I suggest you sit in your seat like a modern human, not a hunched over Neanderthaler.
