She's entitled to the normal carry on allowance, plus the medical device(s).
So everyone gets to bring on their carry-on allowance, regardless of whether the bins are full or not?

Or do they remove their medical device and bring that aboard, separate from their regular carry on allowance, which unfortunately cannot be accommodated because all the bins are full?
