Unfortunately your blue card won't be in the post until you accumulated 1000 Avios by some chance.

Then you will have to log in, go to Manage My Account > Executive Club Items to order your Blue card.

(It's silly, I know. And thankfully you don't have to do it for Bronzes/Silver/Golds.)
