I don't think BA care about that, or they would have changed it today.
The Avios decrease comes from the way Avios is now awarded by an external body. Fine, accounting must be done properly for cheaper fares.
The TP decrease on discount Y fares is about BAEC cost cutting on el-cheapo members.
People buying discretionary I fares are not causing BAEC any problems.
