It's a hangover from the days when Qantas and BA were bedfellows.

I am not sure why BA never similarly prevented Qantas from signing up UK residents, though. And I have no idea why BA still don't allow Australia/New Zealand residents to join BAEC, given that Qantas broke away to hop into bed with Emirates.
