Without even needing to increase the number of seats available, they can say that it will be easier to redeem a flight - because the total outstanding Avios balances issued will, in the new scheme, not be able to redeem as many seats as under the old rules.
When less seats can be redeemed, due to the higher redemption levels, it means that availability "increases" for all...
