The government about two months back gave the banks a deadline to solve the problem of "inoperable" ATMs, ATMs short on cash during peak demand periods and ATMs that aren't quickly replaced after a theft. We shall soon see if they comply.

I should have mentioned the closing times I described were in Vina Del Mar. All the banks I went to in that city close at 2pm. None were open past that point. I walked to 6 - all different ones (Banc of Chile, Santander, Corpabanco, Banco Estado, BCI and BBVA). It may be as you say that some in larger cities are open later. But not in Vina Del Mar.
There are two ServiEstado locations in Viņa and they are open late and on Saturdays. See the second link. But yes, "normal" Banco Estado branches close at 2pm.
