Yes it's open on the weekends.
If you are a diamond I wouldn't pay the $20. This hotel is pretty good about upgrading diamonds (and treatment of diamonds in general except for late checkouts after 2) and you will have lounge access regardless and possibly 2 buffet breakfasts. Exec level rooms sure aren't worth $20 a night extra here.
If you are not diamond, then the $20 is worth it. They only give lounge access to those on the exec floors and diamonds. The gold breakfast is a grab and go bag from the store downstairs if you don't have lounge access. The lounge is an open atrium setting and you can sit in the tables 24/7 and the coke fountain is available 24/7 as well.
