I'm not so sure as a general rule. Normally the upgrade is one level up. So 2 levels up is entirely to the goodwill of the hotel. And we all know that Asian hotels are much better than everywhere else

Personnally, while I disliked a lot the former "upon request" rule, I'm not disturbed at all by the "upon availability" rule, as long as it is honestly handled by the hotel (we have multiple reports on this forum about hotels claiming falsely that they were full to not grant an upgrade, and I already experienced that myself). I find perfectly normal that an upgrade is upon availability. If a customer (even a very good one) wants for sure a certain room category, then he/she should book it and not count on an automatic upgrade. Hotels are a business and not a charity IMHO.
