My point of comparison is United Business Class from NY or Chicago to HKG back in the 90's. The seats in Cathay Premium Economy are the same from a footprint standpoint, they recline the same, and they have adjustable footrests that are the same (assuming you get a Row 1 seat).
The pitch is comparable. The width is not.
1980s UA J was 2-3-2 and CX PE is 2-4-2. Certainly feels less crowded, more relaxing and better service even if you don't really use the few extra inches all the time.
