If you want to take the train then you can do it without changing trains, more direct, cheaper and faster. It takes 90 minutes and costs 1800 yen. You might be able to match this with Skyliner but then you have to have perfect luck with catching the connection at Nippori.

Google maps will show you the options. It is a good option from about noon until 6 pm.
But the bus is normally a bit faster. There shouldn't be any traffic for the person arriving around 17:30. Maybe a little going into Ooi junction but then it will be free sailing once you cross the bay.
Excellent. This would be perfect. I checked the schedules and there is one at 14:46 arriving at 16:17. Takes 91 minutes. My flight looks like it usually arrives from 13:30-14:20 depending on air traffic control I guess. 15-20 minutes should be plenty of time for us to get through immigration and through customs with all snow equipment and clothes.
The bus would be a backup.
