Advance booking can be done but the option is only available on the Japanese version of their website.
I don't think you can pre-book for shuttles departing HND International Terminal (only for shuttles departing T1/T2).

For Skyliner you can purchase in advanced online if you have a foreign passport. It is 2200 Yen compared to 2470 Yen if you buy on the spot.
