Unfortunately, the BA Executive Club program is so complex -- especially because hefty fuel surcharges are assessed on some redemptions but not on others -- that it's impossible to give a simple answer to that question. Take a look at the Sticky in the FT BA forum on using Avios.
That fuel surcharge is the reason I'll never use BA for travel again. I don't care to use the points for domestic travel, I'm all about saving for international travel. I have a Chase card that gives you the two-for-one voucher on BA which is pretty impressive but even with the mileage bonus (which is tempting), last time I flew two of us internationally we paid over $2000 in fuel surcharges.

I understand that these guys are futures buys when it comes to advanced jet fuel buying but oil is so cheap now and they are one of the only ones I know of that have these insane fuel surcharges. Leaves a bad taste in my mouth and I'll take my business elsewhere. When I fly BA I'll put the miles on AA instead.
