In Canada, we just get whichever agent picks up the phone next, unfortunately. The itineraries they send come from no-reply email addresses, which don't even include the agent's name or contact info.
However, I do have contact info for one particularly good agent, and I have used her when there have been problems with other bookings. It would be preferable to have a designated agent, but to be able to use the 24/7 pool for short notice bookings.
