I think this is the case, but I've called Citi and they don't seem to understand what I'm asking. They said I'll only earn miles if I use my Citi AAdvantage card (which I don't even have) to buy a portion of the ticket. I'm talking about earning miles for the distance flown, not the purchase price of the ticket.

I'm thinking as far as the airline is concerned, the ticket was purchased like any other, so I can't imagine why I wouldn't earn the miles.
Yes, tickets purchased with TY points are considered cash fares and earn BIS miles at your appropriate rate based on status.
