Luggage is part of the passenger's transport, so I applaud that this rule does not force the airline to leave people's belongings behind. Some of us need our belonging when we land (clothing, work samples, tools, etc.). Yes, I know FT has a loud contingent of people who seem to always travel without checking luggage, but that does not work for many in real life, no matter how hard you try.
As far as freight, RJs don't really carry anything much AFIK, so I don't think it matters. And if that cargo is a liver destined to a liver transplant patient, I'd rather Eagle leave a healthy passenger behind than the liver (who has an "expiration" time).
So how does a plane get 'overweight' or 'unbalanced'??

I guess it can only happen when the first XXX passengers have more luggage? Cant be large passengers as they dont weigh people....
