Yes, I remember being on a flight out of Key West on an ATR. There was a ruckus in back with the FAs and I heard them talking about having to offload some carry-ons (there was a cabinet in back for roll-a-boards). Looked out on the tarmac to see many bags sitting there. Kept an eye on mine to make sure it was not left behind! No announcements made, was just going to be an "oh well" in Miami.
