I second the Waze recommendation. I have a TomTom with UK maps, but I've stopped using it, instead just using my smartphone. Waze appears to use about 3-5MB/hour while in use, if you're judging data costs (at $0.25/MB on my Verizon roaming plan), so pretty darn reasonable.
