You could always use the Dixie cup to rinse with mouth wash. Some airlines have them in a pump form that stays clean. There's enough alcohol and/or essential oils in most mouth washes to keep the bugs at bay. It could also be used as a pre-rinse of the cup for the extra paranoid.

As for me, I bring my water bottle with me or just spit out.
