The issue could have been entirely avoided or made moot by better customer service. Had I been informed of the issue up front, I would have chosen to rearrange bags, and all would have been fine(even if the kiosk had mentioned that ski boot bags are free would have been helpful). Instead, I was checked in by an Airserv rep who said nothing to me (literally no words. When I asked about her bags, he literally just pointed across the way at the United rep). This is literally Customer Relations 101. They weren't going to gain or lose revenue either way on this situation - by allowing an exception, it would have provided a better customer experience at NO COST to United. Instead, they turned it into a negative one, and with other issues such as devaluing the premier program, has me trying American for my next flight.
First, it's not just an exercise in semantics. The rules are clear. Just because you received exceptions in the past doesn't make any difference.

Second, a customer service rep may have told you something over the phone, but the person you spoke to when you arrived at the airport was correct. Your companion was not entitled to free checked luggage. The customer service agent gave you bad information, unfortunately.

Finally, how is not appropriately charging for checked luggage no cost to United? That is the very definition of lost revenue. And if you could have booked as a single reservation, why not do so in the first place?

Sorry to see you go, but I suspect you will encounter the same thing with AA if you try to get free checked luggage for a companion on a different reservation. From the American Airlines webpage:
Baggage charges will also be waived for customers flying with you on the same reservation, excluding group reservations.
