You may consider flying into VRA - prices are much cheaper, even if you account $10 for the bus, or a taxi to Havana

Remember Canadian airlines provide passenger data to the US Government on any flights overflying the USA.

Did you consider NAS,GCM,CUN,PTY or MEX as the gateway.
