I've never stayed in the Towers, but from what I know of them, I think this should be viewed as an upgrade.
Just as a follow up, this was an upgrade from the Sheraton... the property stated they upgraded me to the San Cristobal Tower since I am an Ambassador level customer and they had space available. The Tower is amazing and I was placed in a wonderfully large suite with views. Fruit and a bottle of wine in room as amenity. Free breakfast and happy hour with one free drink (the second one on cost money) and a lovely free buffet. Disagree with prior poster - I found the buffet food at happy hour to be fantastic! A variety of ceviche (about 4 to choose from), cheese platter, and dessert platter. The room is old school England style... love it. The property is a 15 minute walk to food however, but otherwise wonderful.
There is currently construction going on next door (and I'd imagine for the next few years) so it's not super quiet. But it hasn't bothered my sleep (the A/C drowns out some of the noise).
