That can't be true, I was on a flight with an delayed arrival time of 2pm, delayed 50 minutes. Suppose to land at 1:35 and connection was at 1:55, still had my seat and got to gate 5 min before door closed so this can't be an SOP for UA. I would have been bumped many times if not there 15 mins prior on arriving late aircraft. This has to be situational.
The implementation tends to be the later of T-15min or when everyone at the gate has boarded, but the rule is clear and allows them to start unloading you before boarding completes.
