99.9999% chance it'll be Tango. If you need to go to MXP, just book it. UA has a 24h cancellation policy. Generally, you have to pick up luggage at the point of entry in Canada when you're doing a INTL/US-DOM transit, but I'm not sure if that's true for INTL-US. It's certainly not for US-INTL. Try to build in a long layover >8h in YYZ (preferably overnight) to prevent them from checking it all the way through (e.g. "I have some stuff in here for friends I'll be meeting").
