It's worth noting that very similar rules apply in Australia. I recall reading a while ago they screen somewhere around 70% of total passengers, with many small airports and small aircraft having no screening just like New Zealand.

I recall prior to 9/11 that people in other parts of the world struggled to grasp the concept that there was no screening at all in New Zealand!
