Stupid or what? Exactly the kind of thing where Air Canada say "it's policy" with no explanation of why that's the policy. This kind of thing leaves a bad taste in the mouth.
There should be at most a 2 or 3 day gap where his status might not show up on his boarding pass. That should be sufficient to get him into a lounge.
Also, take the old card. Even though it's expired, when they swipe it through their system, they'll be able to pull up the current status (this definitely works at United Clubs too), which will let him in.
