You should not make statistics based on single observations - especially when the observations are done on outliers (as qouted mid-Jan is the low season for most routes including Europe-Japan).
If you drove on a highway like the M25 or the Washington DC beltway at 2 am in the morning you could also come to the conclusion that there are no traffic problems in these cities (which certainly would not be true).
