QF has a chart for the 'Intra-Australia' region. I don't know offhand if that region definition includes NZ or not. I can see online results for SYD-MEL whereas SYD-CHC and SYD-AKL give an error message with nothing found so I'm going to guess that region doesn't include NZ. So, I'm going to say it's probably not allowed.
