I wonder if this is also the policy at PVG? how would I know if it is official, or if immigration is in a good mood?

it is clear airlines won't have a problem with stays exceeding 72 hours, they will follow timatic which commences at 00:01. I'm guessing the airlines can't be fined if they follow timatic, but breach local rules?

or is there a separate set of rules for airlines different from timatic? what action can PEK take against a passenger following timatic?
