Yes, that provision (coupled with "WHEN CHANGE RESULTS IN LOWER FARE IGNORE RESIDUAL THEN ADD-COLLECT") is what I'd expect from a non-refundable fare. Looking again at the random fare that I looked at earlier, it turns out that (contrary to my initial assumption) it's refundable before departure, which would explain the different refundability rules for before and after departure changes.
With your original routing, original flight dates and original ticketing date, it should be possible to get your actual full fare rules from EF, which I suspect would confirm that and therefore confirm that your residual couldn't be used to pay the change fee.
