Why does Air France pay crash victim $1-mil when Singapore Air only pays $400k?

This is more or less a travel accident insurance question.

I'm wondering why there is a huge difference in the amount of payment that airlines pay to crash victim's families. From what I've read, Air France paid each victim's family a little over 1 million US Dollars(based on the euro/USD exchange rate at that time) Singapore Air only paid somewhere between USD $400k to $500k per victim. Those are the high and low end.... then there are a bunch of other amounts from other airline disasters and the amounts are all over the place.

Also, some airlines(or their insurance carriers) only pay out based on the victim's estimated lifetime income, while some pay equal amounts to all victims.

If I already have relatively adequate life insurance, is it still a good idea to buy travel accident insurance?(not just for air accidents, but other public transportation like high speed rail trains o cruise ships?)
