5L per PAX as I said is the regulation of airlines (which for Brussels is the same, I was told that over the phone as I had the same issue month later via Brussels). Customs limit is another issue, but within EU it isn't an issue.
PS: Norway has combined limits which also depends on whether you have tobacco or not with you. The amounts got a bit more generous than in 2014, more on that here -

Sorry about that. It had no consequences though. No one stopped me, no one punished me. And, best of all, no one took my beer, liquor, wine or other alcohol. Might have been because it was properly packed in socks and t-shirts and a fitting transportation device. Either that, or no one dared to touch my socks.
I once imported a big bottle (5 liters) with some whiskey from Sheremetyevo. As the bottle was too big not to be noticed by customs and didn't fit in hand luggage, I went and paid import tax on in. On my way to the bank to ask for bankruptcy, I passed customs with my payment confirmation slip and my big bottle. It was not a problem. Neither was it for AeroFlot, who transported me and my big bottle. This confirms the 5 liter statement.
The new Norwegian rule is true, but I think the word is 'flexible', not 'generous', as the extended alcohol limit is instead of tobacco: you have to choose one of them. I actually was at OSL yesterday and had a close look at the rules again. Let's just say it was useful to get an update again...
