For non-Premier members, when they look at award avaiability, they may see "tons" of premium cabin availability and think "Wow, it is so easy to book premium cabin award tickets. I should sign up for another Chase card or two to get the sign-up bonus".
I am not so sure about a conspiracy. Did you look at fare buckets in expert mode for the flights you wanted? Again, I suggest calling 1 K desk to book your flights.
