I've not visited Israel, so I can't comment directly. However, the collection of VAT seems to be based on proof of whether or not you're
visiting as a tourist. I highly doubt you must accept DCC to get the VAT exemption. Does this exclude AmEx from the DCC exemption? I'm assuming that the hotels here aren't like the Maldives where they bill natively in USD and that the native currency is NIS.
